National – level Development Zones
- Xi’an High – tech Industries Development Zone:（西安高新技术产业开发区：） It became one of the first batch of national high – tech zones in 1991. It is the development zone with the strongest comprehensive strength in Xi’an and the most dynamic area in the city’s economy. It has strong capabilities in fields such as electronic information, biomedicine, and intelligent manufacturing, gathering many well – known enterprises like Huawei, Samsung, Micron, and BYD.
- Xi’an Economic and Technological Development Zone: （西安经济技术开发区：）Established in 1993, it was approved as a national – level development zone in 2000. It is the industrial gathering place in Xi’an, with its industrial output accounting for more than one – third of the city’s total. It has formed four industrial clusters: automobiles, new materials and new energy, equipment manufacturing, and electronic information, and houses well – known enterprises such as Shaanxi Automobile Group, Geely, and LONGi.
- Xi’an Qujiang New Area: （西安曲江新区：）It is the first national – level cultural industry demonstration zone awarded by the Ministry of Culture. It takes cultural and tourism industry as the leading industry and has many high – quality tourism resources such as Giant Wild Goose Pagoda – Grand Tang Mall, and Tang Paradise. It is a window for Xi’an to showcase its cultural tourism.
- Xi’an Chanba Ecological District: （西安浐灞生态区：）It is a national – level ecological zone, the permanent venue of the Euro – Asia Economic Forum, and the hosting place of the 2011 Xi’an International Horticultural Exposition. It has the first national wetland park in the northwest and other leisure places, and focuses on developing industries such as conference and exhibition, cultural tourism, and modern finance.
- Xi’an Yanliang National High – tech Industrial Base for Aeronautics: （西安阎良国家航空高技术产业基地：）Located in Yanliang District, Xi’an, it is one of the only two national economic and technological development zones with aerospace characteristics in China. Focusing on aviation manufacturing, it has top – level aerospace enterprises and research institutes such as AVIC Xi’an Aircraft Industry (Group) Company.
- Xi’an National Civil Aerospace Industry Base:（西安国家民用航天产业基地：） Located on Shaoling Plateau in Chang’an District, it focuses on civil aerospace, new energy, digital economy industries such as big data, centers on aerospace science and technology innovation, promotes integrated innovation, and aims to build an aerospace new town with global influence.
- Xi’an International Port Area:（西安国际港务区：） It is the first international inland port in China that is not along the river, the coast, or the border. Under the opportunities of the Belt and Road Initiative, its logistics and international trade have developed rapidly. It was one of the hosting places of the 14th National Games in 2021 and has become a new popular online – check – in place in Xi’an.
National – level New Area
- Xixian New Area:（西咸新区：） It is the seventh national – level new area in China and consists of five new towns: Fengdong New Town, Fengxi New Town, Qinhan New Town, Airport New Town, and Jinghe New Town. The general window of Shaanxi’s Qinchuangyuan Innovation – driven Platform is located in its Energy and Finance Trade Zone. In the future, it will become a high – tech innovation highland in Shaanxi and even in the northwest.
